The Building Department is responsible for the enforcement and interpretation of all State and Local codes and ordinances pertaining to buildings and structures. The Department oversees all building permits and inspection activities with regards to the Massachusetts State Building Code 780 CMR and all applicable Massachusetts General Laws, Handicap Access Regulations, and local zoning ordinances. The Building Department also enforces the compliance of the conditions specified within Special Permits granted by the City of Westfield Planning Board, as well as Variances granted by the City of Westfield’s Zoning Board of Appeals. The Building Department also works in cooperation with the Westfield Fire Department for fire protection and notification of all new and existing buildings.

The Building Department is responsible for reviewing and issuing all building, electrical, plumbing, and gas permits. All plans are reviewed for code and local zoning compliance. Individual inspectors inspect all construction to ensure the project complies with the approved plans.

The Building Department is comprised of the following:

  • The Superintendent of Buildings/Building Commissioner
  • A full time Local Building Inspector
  • A full time Electrical Inspector
  • A full time Plumbing and Gas Inspector
  • A part time Zoning Code Enforcement Officer
  • 2 full time Administrative Assistants

The Building Department hours of operation are Monday through Friday, 7:00am to 4:00pm. Inspections are typically scheduled for the same day or the following day they are requested. If the work being inspected does not pass the inspection, or if an inspector cannot gain entry to perform the requested inspection, a $25 re-inspection fee will be charged.

Homeowners of a one or two family dwelling that reside within the dwelling are permitted to obtain permits for alterations, additions and repairs on their home. Homeowners are not allowed to perform their own electrical, plumbing or gas alterations or repairs. All work performed on electrical, plumbing and gas systems must be performed by a Massachusetts licensed professional, and the permit must be obtained by the licensee. 

Any person working without proper permits or licenses shall be subject to a fine of $500.00 for residential properties or $1000.00 for commercial properties, in addition to the proper permit or license fee. Subsequent offenses are subject to a second $500.00 or $1000.00 fine or a fine equal to double the original permit fees whichever is greater. All fines are subject to review by the Superintendent of Buildings/Building Commissioner.
